The design here says stoic minds which means having a stoic mind keeps you from harm from harmful outside influences. The archer is a stoic symbol of doing everything you can to hit a target but once the arrow is released it is no longer in your control. The factors that determine the arrow hitting its mark from release are not under your control, therefore you must not allow that to harm your mental well-being.
